ENGR. PAQUITO D. MELICOR, JR.

 

RED MELICOR IS A SIMPLE AND A HUMBLE MAN. HE IS A HANDS-ON REGIONAL EXECUTIVE DIRECTOR FOR DENR REGION 7, CENTRAL VISAYAS. ACCORDING TO HIS COLLEAGUES, HE IS A LEADER WHO INSPIRES HIS CO-WORKERS AS “HE ALWAYS LEADS HIS TEAM WHENEVER WE’RE PRESSURED WITH TARGETS”. HE PERFORMS NOT ONLY FOR HIMSELF BUT FOR THE WHOLE OF DENR. HE IS A PERSON WHO INFLUENCES HIS CO-PUBLIC SERVANTS TO ACHIEVE THEIR GOALS WITH SELD ESTEEM AND SELF CONFIDENCE INTACT. HE IS A MAN WHO NURTURES THE STRENGTHS OF EVERY EMPLOYEE AS HE APPRECIATES EMPLOYEE’S CONTRIBUTION, BE IT BIG AND SMALL, WHILE HE UNDERSTANDS THE NEEDS AND FEELINGS OF OTHERS.

HE IS A STUDIOUS MAN, AS A MATTER OF FACT HE FINISHED WITH TWO COLLEGE DEGREES- FIRST HE COMPLETED A BS CIVIL ENGINEERING IN 1985 IN SILLIMAN UNIVERSITY IN DUMAGUETE CITY AND THREE YEARS LATER, HE EARNED A BS IN GEODETIC ENGINEERING DEGREE IN 1988 IN THE UNIVERSITY OF SOUTHERN PHILIPPINES IN CEBU CITY. HE ALSO PURSUED A DEGREE OF MASTER IN PUBLIC SERVICE MANAGEMENT IN CAPITOL UNIVERISTY IN CDO. HE HOLDS TWO LICENSES- CIVIL ENGINEER IN 1985 AND GEODETIC ENGINEER IN 1988. HE HAS BEEN CONFERRED A CAREER EXECUTIVE SERVICE ELIGIBILITY BY THE CESB IN 2017.

IN 1988 HE WORKED AS A FIELD ENGINEER AND LATER ON IN 1990 HE GOT AN ITEM POSITION IN THE DEPARTMENT WORKING WITH DENR FOR 29 YEARS, FIRST AS AN ENGINEER FOR SIX YEARS, SEVEN YEARS AS CHIEF OF SURVEYS DIVISION, EIGHT YEARS AS THE RTD FOR LAND MANAGEMENT SERVICES, THREE YEARS AS ARD FOR MANAGEMENT SERVICES AND IN 2018 GOT HIS POST AS THE ARD FOR TECHNICAL SERVICES, AND REGION 7 IS FORTUNATE TO HAVE BEEN A PART OF HIS JOURNEY DEFINED BY COMMITMENT, DEDICATION, PROFESSIONALISM, AND SINCERITY TO PUBLIC SERVICE.

MANDATE (E.O. 192, s. 1987)

The Department is the primary agency responsible for the conservation, management, development, and proper use of the country’s environment and natural resources, specifically forest and grazing lands, mineral resources, including those in reservation and watershed areas, and lands of the public domain, as well as the licensing and regulation of all natural resources as may be provided for by law in order to ensure equitable sharing of the benefits derived therefrom for the welfare of the present and future generations of Filipinos.

To accomplish this mandate, the Department shall be guided by the following objectives:

1. Assure the availability and sustainability of the country's natural resources through judicious use and systematic restoration or replacement, whenever possible;  

2.  Increase the productivity of natural resources in order to meet the demands for forest, mineral, and land resources if a growing population;  

3.  Enhance the contribution of natural resources for achieving national economic and social development;  

4.  Promote equitable access to natural resources by the different sectors of the population; and  

5.  Conserve specific terrestrial and marine areas representative of the Philippine natural and cultural heritage for present and future generations.
